Mrinal Pandey Needs to Perform Now !

Perhaps the Chairperson, Prasar Bharati Board has still not come out of stupor
that B S Lalli, CEO could finally be nailed by none other than Central Vigilance Commission. Here she should not forget that she was heading an 'Autonomous' organization by the Act of Parliament where she is responsible only to the Parliament and no other authority. In a situation like this where the CEO has been branded "corrupt " along with his junior officers, she cannot be found wanting to address issues emerging out of CVC indictment for B S Lalli. The least Mrinal Pandey could have done was to convene an emergency Meeting of the Board to discuss report and its fall out which as per indications has not been thought of even.

The delay caused is not only a subject of debate in media circles but raises serious legal points. Perhaps she forgets that this investigation was done on the Orders of Delhi High Court and which in all legality has to be informed of the action taken against the CEO. It shall also be imperative to inform the Court of the administrative action taken by Board in view of the strictures passed against B S Lalli and other officers. In its last verdict Supreme Court had directed that CEO had to adhere to Rule 5 of the PB Act, which relates to the supremacy of the Board. Now an officer who has been found involved in corruption and serious irregularities by CVC in its detailed findings cannot continue to lead the organization anymore. The Board shall be setting a bad precedence if it fails to gauge the gravity of matter and act contrary to CVC
findings. Not only this, the very intention to prolong a corrupted regime could be a source of embarrassment  for an otherwise decent Mrinal Pandey.

The PB Board should meet by now instead of looking upon political masters for
directions. B S Lalli should be divested of all authorities and those named in the Report and others on the periphery be made to answer as per Conduct Rules immediately. The axe should also fall on one part time Member of the Board who has already been asked by the Ministry to put in his papers for misusing the provisions of PB Act for pecuniary gains along with B S Lalli to finally make the Board clean of all wrong doers. Would Mrinal Pandey firm up her muscles to move ahead and take the final plunge !
